The City of Newberry operates under a council-manager form of government. The Mayor and City Council are responsible for making policy decisions for the community. The City Manager is responsible for carrying out those decisions, as well as providing vision and leadership to the organization and overseeing the daily operations of city government.

Jason Taylor | City Manager 

Jason joined the City of Newberry in July 2024 as City Manager and is a successful 30-year veteran of local government in South Carolina, with 21 years serving as either a town manager or county administrator. He is a graduate of the University of South Carolina with both a bachelor’s degree in political science and master’s degree in public administration. His focuses are in community planning, economic development, public safety and quality of life improvements. 

Jeffrey D. Wicker | Assistant City Manager

Jeff began working with the City in November 2020. During his tenure, he has managed a variety of duties and projects including working as the Municipal Clerk,  managing city projects, and the US EPA Brownfields Assessment Grant. In his role as Municipal Clerk, he reworked and streamlined the FOIA policy and procedures and has been a key contact to the A-Tax Committee and the façade improvement grant program. Wicker has his bachelor's degree from Newberry College and his MBA from Winthrop University. He currently serves on the Newberry County Memorial Hospital Foundation Board and is a member of Newberry County's Economic Development Task Force.

Katelyn Piester | City Clerk

Katelyn joined the City in May 2024 as the City Clerk and Executive Assistant to the City Manager. She has her bachelor's degree and her MBA from Liberty University in Lynchburg, VA. She served six years as active duty in the military. Before joining the City, Katelyn worked at SLED as a Criminal Records Auditor.
